Poland Expands Civil Defense Guidance as Russian Threats Escalate
The Interior Ministry released new instructions on September 25 for responding to air attacks, and plans to triple warning sirens in Lublin province as Poland steps up civilian protection amid increased Russian military activity near its eastern border.
Poland's Interior Ministry has issued comprehensive new guidance on responding to aerial attacks and strengthened its civil protection infrastructure in response to escalating Russian military threats along Poland's eastern border. The announcement came as part of a broader effort to prepare Polish civilians for potential conflict scenarios.
New Measures and Infrastructure
The measures are part of a broader effort to strengthen Poland's civil protection system. Lublin province plans to have more than 1,000 warning sirens by the end of 2026. Poland currently has about 85,000 shelter points, which could host 23.7 million people, or 64% of the country's population.
The Polish government is also working on an application that would use Cell Broadcast technology to turn mobile phones into warning devices, allowing them to function like sirens in a crisis. The guidance includes practical instructions for evacuation, emergency kit preparation, and use of public shelters.
Context
This follows a series of Russian attacks in western Ukraine, including a drone strike on a passenger train travelling from Kyiv to Warsaw about 2 km from the Polish border.
For Residents and Expats
If you live or work in eastern Poland, particularly near the Ukraine border, familiarizing yourself with local air raid sirens and shelter locations is now standard civil preparedness. The new mobile application and expanded siren network will provide multiple alert mechanisms. Many workplaces and residential buildings already have designated shelter areas; asking your employer or landlord about evacuation procedures is advisable.
