Canada's temporary public policy offering two dedicated permanent residence pathways for Hong Kong nationals will officially close on August 31, 2026. The two streams have provided a direct route to permanent residence for eligible Hong Kong residents in response to political and social instability in the region.
Stream A targets Hong Kong nationals who graduated from a Canadian designated learning institution within the past three years. Stream B targets Hong Kong nationals with at least 12 months of full-time Canadian work experience, or the equivalent 1,560 hours of part-time work, within the past three years.
Background
The policy was first introduced in December 2023 and has been extended twice since its launch. The streams represent some of Canada's most expedited pathways to permanent residence, requiring no job offer or language test and offering streamlined processing. The policy reflects Canada's commitment to providing refuge and opportunity for residents facing political uncertainty in Hong Kong.
