Canada Fast-Tracks Alberta Oil Pipeline With National Interest Designation

Canada's federal government initiated formal proceedings on August 1 to designate Alberta's proposed oil pipeline to the West Coast as a "national interest" project under Bill C-5. This designation, which began a 30-day public consultation window ending September 18, would allow the government to expedite the project's approval process and waive certain environmental assessment requirements.

What This Means

The designation allows the government to fast-track approvals and circumvent some environmental laws. The proposed pipeline would carry approximately one million barrels of crude oil a day along roughly 1,250 kilometres. The pipeline would be owned by Trans Mountain, the Alberta Petroleum Marketing Commission and Pembina Pipeline Corporation.

The law requires the government to launch the 30-day notice period and consult with the government of the province or territory in which the project will be carried out before listing it under Schedule 1 as a project of national interest. Intergovernmental Affairs Minister Dominic LeBlanc will work with the Alberta and B.C. governments while consultations with Indigenous communities are underway.
