Temporary Shortage List Replaces Outdated Rules; Medium-Skilled Workers Have Until End of 2026
The UK immigration system for sponsored workers has undergone major changes. The Temporary Shortage List, introduced in July 2025, allows employers to sponsor medium-skilled workers (RQF 3–5) in critical sectors until 31 December 2026, but confusion persists as outdated guidance still circulates.
UK visa sponsorship for workers at sub-degree skill levels has been fundamentally restructured. The Temporary Shortage List (TSL) is effective from 22 July 2025 and allows employers to sponsor migrant workers for certain medium-skilled (RQF Level 3–5) roles that are considered critical to the UK's Modern Industrial Strategy. The list will remain in effect until 31 December 2026.
How the New System Works
The old Shortage Occupation List was abolished in April 2024 and replaced by two mechanisms: The Immigration Salary List (ISL) — which reduces the salary threshold for 25 specific occupations — and the Temporary Shortage List (TSL) — which allows medium-skilled (RQF 3–5) roles to be sponsored until December 2026. The TSL currently includes around 50 occupation codes covering sectors such as construction trades, IT technicians, logistics managers, financial technicians and creative roles.
Watch Out for Outdated Guidance
The July 2025 reforms removed 111 occupations from standard Skilled Worker eligibility when the normal skill threshold returned to RQF 6 – though some of those medium-skilled occupations can still qualify today through the ISL, the TSL, or transitional provisions. Many compliance documents still reference the outdated "Shortage Occupation List", and the Temporary Shortage List is a new, time-limited arrangement that lets certain medium-skilled roles qualify for sponsorship until the end of 2026.
If you are a medium-skilled international worker seeking to move to the UK or renew a visa, timing is critical. The TSL expires at the end of 2026, and there is currently no confirmation of what happens to roles on that list afterward. Check whether your occupation and skill level (RQF 3–5) appears on the current TSL or ISL, and ensure your employer is using up-to-date guidance from the Home Office website. Do not rely on old guidance mentioning the Shortage Occupation List. If your role is on the TSL, consider the uncertainty beyond December 2026 and plan accordingly—you may have limited time to secure sponsorship under the current rules.
