Canadian Dental Care Plan hits roadblocks as workforce shortages and cost confusion slow patient access
A new Canadian Dental Association report finds that despite strong program enrollment, staffing pressures and patient confusion are creating barriers to care. The plan has 7.5 million enrolled, but dentists report administrative overload amid an influx of new patients.
The CDCP Two Years In: Progress and Growing Pains
Two years after its 2024 launch, Canada's federal dental care program is facing a critical staffing crisis. A new report from the Canadian Dental Association (CDA) published Tuesday – "From Coverage to Care: An Evidence-informed Assessment of the Canadian Dental Care Plan" – finds that just two years in, there's still major room for improvement. In one Ottawa dentist's practice, many new patients have never been to a dentist before — but "even before the CDCP, there was a problem of workforce shortage in our field. And with the influx of millions of new patients and the added administrative load of the program, we are feeling that staff shortage even more."
What's Working and What Isn't
In just two years, the CDCP has earned the confidence of patients, the public and dental professionals, with most patients reporting a positive experience and more affordable care. However, some patients of the national dental plan are still facing significant barriers accessing care, or once they're in the chair, being able to afford it. The CDA has proposed over 30 recommendations to further improve access to care and oral health outcomes for patients.
As a newcomer without prior dental insurance: If your family income is under $90,000 and you lack employer dental coverage, you qualify for the CDCP — but expect potential wait times to book an appointment as dentist offices adapt to the surge in demand. Applications for the 2026-2027 benefit period are open. Apply early and confirm your dentist participates before you need urgent care.
