Work Permit Holders Can Now Study Short Courses Without Separate Study Permit
Effective September 4, 2026, foreign workers in Canada can pursue educational programs of six months or less while on their work permit without obtaining a separate study permit, giving greater flexibility for professional development and credential upgrading.
Canada has introduced a new temporary public policy allowing work permit holders greater flexibility to pursue short-term education. Effective September 4, 2026, eligible work permit holders may study in programs of six months or less without obtaining a separate study permit—even if the program extends slightly beyond their original authorized period of stay.
This policy removes a significant administrative barrier for international workers seeking to upgrade skills, earn professional certifications, or complete short diploma or certificate programs during their Canadian work tenure.
Who Can Use This Pathway
- Work permit holders currently authorized to remain in Canada
- Programs must be six months or shorter in duration
- The exemption applies even if study extends beyond the original work permit expiry, provided the permit is extended or transitioned appropriately
- Does not require a separate study permit application
Important Limitations
While the policy eases access to education, work permit holders should be aware of exclusions: study conducted under this exemption does not automatically grant eligibility for a Post-Graduation Work Permit (PGWP), and time spent studying does not count toward Canadian Experience Class or CRS points for permanent residence applications. Applicants pursuing education as a pathway to PR must hold a valid study permit throughout their studies to qualify for a PGWP upon graduation.
If you're on a Canadian work permit and considering professional development—a coding bootcamp, an accountancy qualification, or a trade certification—you can now enroll in programs up to six months without navigating a separate study permit application. However, if your long-term goal is permanent residence through the study-PGWP-PR pipeline, confirm with IRCC whether your program requires a dedicated study permit to preserve your PGWP eligibility. Short upgrading courses under this exemption are ideal for immediate career advancement, but permanent-residence planning requires a different strategy.
