Prime Minister Mark Carney and Ukrainian President Volodymyr Zelenskyy signed an agreement to create a 100-year partnership on Thursday, binding the two countries together with the signing of a long-term strategic and political partnership that lays the foundation for the construction of millions of drones to defend both countries, with the countries signing a declaration to establish a 100-year partnership that stretches across defence and security, trade and investment, as well as energy and critical minerals.

Ottawa plans to build millions of drones, pairing Canadian firms with Ukraine's battle-tested industry, while expanding co-operation on counter-drone technology, munitions and AI. The Canadian Armed Forces currently have but 2,000 drones in inventory, and in the years to come will need millions. To accelerate Canada's own production capabilities, Prime Minister Carney announced the creation of the Defence Drone Initiative Marketplace (DDIM) Supply Arrangement, a national digital drone marketplace that will connect operators and end-users to the Canadian defence ecosystem – accelerating the discovery, acquisition, and fielding of uncrewed and counter-uncrewed capabilities, modelled after Ukraine's world-leading Brave1, to ensure the reliable, rapid, and continuous supply of drones for the Canadian Armed Forces and the Canadian Coast Guard. Canada plans to provide Ukraine with a new defence aid package worth more than $1 billion, while the overall value of agreements reached between the two countries exceeds $2 billion.
