Berlin Launches Automatic Kita Vouchers to Eliminate Childcare Wait

Berlin has implemented a significant shift in early childcare access: all families whose child has not yet entered a Kita now receive an automatic Willkommensgutschein (welcome voucher) for a part-time place at age three, with no application required and no bureaucratic hurdles. This builds on Germany's existing legal entitlement (Rechtsanspruch) to childcare.

Since 2013, all children aged 12 months and above have a legal right to a childcare place (partially subsidised by the state), and children aged three to six are entitled to preschool. However, demand far outweighs supply—especially in larger cities—and securing a place can be very competitive, so families are advised to plan as early as possible.

Staffing & Quality Improvements

The staff-to-child ratio for under-threes is being improved in two phases: January 2026 and August 2026, creating more time for each child and improving care quality. The "Kita Chance Year" (Kita-Chancenjahr), which began in 2025, is being continued in 2026 to ensure all children are well prepared for school.
